Welsh Health Circular WHC (2003) 56- Construction Procurement and Design Policy for NHS Wales introduced the Achieving Excellence Design Evaluation Toolkit (AEDET). It is a mandatory requirement of the policy that all property owning bodies must use the AEDET. The toolkit should be used early in the design process from initial development of the brief through to Post Project Evaluation.
Healthcare building design is a complex concept, difficult to measure. The toolkit supports development of the project brief and evaluates a design through its development by posing a series of clear, non-technical questions, encompassing the three key areas of Functionality, Impact and Build Standard.
The toolkit is a major influence in assisting Health Boards and Trusts and the NHS in determining their design requirements throughout the design and evaluation process. It is also a benchmarking tool, used to evaluate both PFI and conventionally funded schemes.
The toolkit has been designed to be used internally by Health Boards and Trusts, within workshop situations attended by all stakeholder groups. The results of the evaluation should be used by Health Boards and Trusts to improve the quality of the design.
