Rhiannon Holtham

Rhiannon qualified as a solicitor in 2004. She was a partner at Clarks-legal before moving to Capital Law in 2016, and then joined NWSSP in January 2022. Rhiannon works in our Commercial Department, with a focus on commercial/procurement law, associated public and regulatory law.

Prior to joining NWSSP, Rhiannon spent most of her working life on projects involving collaborating organisations from a variety of sectors, generally with public funding and often with an energy theme. Projects have included the Welsh Government’s ERASMUS replacement scheme and community bank, pan-Wales apprenticeships and youth employability frameworks, and working with the Gambling Commission on the 4th National Lottery Licence competition. From April 2017, Rhiannon spent 18 months seconded to the Welsh Government as Specialist Legal Adviser to the Counsel General which coincided with exploring the implications of Brexit and the various judicial reviews against the UK Government, which was really interesting and very different to her usual work at the time, as a private practice lawyer.

Rhiannon is experienced in providing advice on procurement law, state aid/ subsidy rules and commercial contracts. Most of her working life has been spent advising on innovative projects involving collaborating organisations from a variety of sectors, generally with public funding and often with an energy theme. These include decarbonisation initiatives with the South Wales Industrial Cluster and energy from waste projects run by collaborating local authorities. Rhiannon is also experienced in advising regulatory bodies, local authorities and higher education institutions, providing strategic advice on significant competitive processes. She has worked on an international basis, contributing to a paper commissioned by the Department of International Trade on the development of procurement law applicable to the healthcare sector in Brazil and Mexico.

Rhiannon has also acted on behalf of clients defending procurement challenges and organisations seeking to challenge procurement processes.

Outside of work, two kids and a dog keep things fun and busy. Otherwise, it’s regular trips to the pool and CrossFit.
