Standing Orders – Special Health Authorities

 

Special Health Authorities in Wales must agree Standing Orders (SOs) that, together with a set of Standing Financial Instructions (SFIs) and a scheme of decisions reserved to the Board; a scheme of delegations to officers and others; and a range of other framework documents set out the arrangements within which the Board, its Committees, Advisory Groups and NHS staff make decisions and carry out their activities - its 'ways of working'. The Standing Orders should be based upon the model determined by the Welsh Government.

At present, there are two Special Health Authorities: Health Education and Improvement Wales (HEIW) and Digital Health and Care Wales (DHCW).

The HEIW SOs incorporates the following as Schedules to the HEIW SOs:

  • Schedule 1 - HEIW Model Standing Orders, Reservation and Delegation of Powers [July 2023]
  • Schedule 2.1 - HEIW Model Standing Financial Instructions [July 2023]
  • Schedule 3 – Standard Terms of Reference and Operating Arrangements for all Committees of the Board [July 2023]
    • Terms of Reference and Operating Arrangements Audit and Assurance Committee

The DHCW SOs incorporates the following as Schedules to the DHCW SOs:

  • Schedule 1 - DHCW Model Standing Orders, Reservation and Delegation of Powers [July 2023]
