Joint Committee Standing Orders

 

Each LHB in Wales must agree Standing Orders for the regulation of the Joint committees.  These are the Welsh Health Specialised Services Committee (WHSSC) and the Emergency Ambulance Services Committee (EASC) proceedings and business. These WHSSC Standing Orders and EASC Standing Orders (SOs) form a schedule to each LHB’s own SOs, and have effect as if incorporated within them. They are designed to translate the statutory requirements set out in the Welsh Health Specialised Services Committee (Wales) Regulations 2009 (2009/3097), the Emergency Ambulance Services Committee (Wales) Regulations 2014 (2014/566) and LHB Standing Orders 3 into day to day operating practice. Together with the adoption of a scheme of decisions reserved to the Joint Committee; a scheme of delegations to officers and others; and WHSSC and EASC Standing Financial Instructions (SFIs), they provide the regulatory framework for the business conduct of the Joint Committees.

The model WHSSC and EASC SOs are set out below. They are Schedule 4.1 and 4.2 to the LHB SOs and form part of, and shall have effect as if incorporated in the LHB SOs.

Model SFIs have also been issued for the WHSSC. To date model SFIs have not been developed for the EASC.
