Welsh Minister

The Minister for Health & Social Services has responsibility for, and is accountable to the National Assembly for Wales for the exercise of all the powers in his portfolio. Supported by officials, they:

  • Sets the policy and strategic framework within which the NHS in Wales should operate;

  • Agrees in Cabinet, as part of collective discussion, the overall resource framework for the NHS in Wales;

  • Determines the strategic distribution of overall NHS resources;
  • Sets the standards and performance framework for the NHS in Wales; and
  • Holds NHS leaders to account.

 

Director General, Health and Social Services and NHS Wales Chief Executive

Judith Paget, Chief Executive, NHS Wales is appointed by the Permanent Secretary, Welsh Government and holds a combined role as Chief Executive, NHS Wales & Director General, Health & Social Services. She is designated as the Accounting Officer for the NHS in Wales, and is an Additional Accounting Officer in respect of her role as Director General.

As Director General, Health & Social Services she is a member of the Strategic Delivery and Performance Board, chaired by the Permanent Secretary, and reports directly to the Permanent Secretary in relation to this personal performance and the way in which the Directorate Group is run.

As Chief Executive, NHS Wales, she is accountable to the Minister for Health and Social Services, and is responsible for providing policy advice and exercising strategic leadership and management of the NHS. To support her in this role, she chairs a National Delivery Group which develops policy, plans the development and oversees delivery of NHS services within the policy and performance framework set by the Minister for Health and Social Services.
